MY despatch No. 17, Treaty: Opium Convention ratification. Minister for Foreign Affairs tells me that decision as to date for meeting of delegates will be settled early next week, but his strong impression is that it will be postponed until the autumn. (End of R.)

(K) Minister for Foreign Affairs told me in strictest confidence that German delegate has unofficially informed him that although German representatives will attend conference, they will have instructions not to ratify unless Turkey does so.
